THE WATER AND SEWERAGE COMPANY INC. JOHN COMPTON DAM REHABILITATION PROJECT REHABILITATION OF SPILLWAY WALLS (JCD03) INVITATION FOR BIDS

The Water and Sewerage Company Inc. (WASCO) has applied for financing from the Caribbean Development Bank (CDB) towards the cost of the rehabilitation works on the John Compton Dam (JCD) and intends to apply a portion of the proceeds of this financing to eligible payments under this contract. Payment by CDB will be made only at the request of the WASCO and upon approval by CDB, and will be subject, in all respects, to the terms and conditions of the Financing Agreement. The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than WASCO shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.

The Project is being implemented by WASCO. WASCO has contracted Consultants who have assisted the Company with delivering the Project. The Consultants have prepared conceptual designs and contract documentation and will assist in tender administration and evaluation and supervise Project activities.

The John Compton Dam (JCD) was constructed in the 1990s along the Roseau River near the village of Millet in central Saint Lucia. In 2010 the spillway walls were damaged during the passage of Hurricane Tomas. Part of the overall JCD project includes the rehabilitation of the wall to its original design and to prevent any erosion to the spillway.

WASCO now invites sealed bids from eligible bidders for the rehabilitation works for the JCD Spillway Walls. The Works consist of the rehabilitation of the John Compton Dam Spillway and Ancillary Works defined as follows:

  • Replacement of damaged reinforced concrete spillway training walls including boulder backing to wall bases
  • Reprofiling of existing rock embankment to sides of Spillway
  • Re-establishing scour protection to base of Spillway
  • Filling of all cavities below spillway base slab
  • Reinstatement of piping for flip bucket drainage
  • Supply and installation of Dam Instrumentation

 

Consideration will be limited to firms or joint ventures of firms, which are legally incorporated or otherwise organised in, and have their principal place of business in Saint Lucia and are either:

  • more than 50% beneficially owned by a citizen or citizens and/or a bona fide resident or residents of an eligible country, or by a body corporate or bodies corporate meeting these requirements; or
  • owned or controlled by the Government of an eligible country provided that it is legally and financially autonomous and operated under the commercial law of an eligible country and otherwise meets the eligibility requirements of the CDB Guidelines for Procurement (2006).
  • And, not subject to any restrictions under European Council Regulation No. 2580/2001 of 27 December 2001 or the Terrorism (United Nations Measures) 2009 of the UK with a view to combating terrorism.

Eligible bidders will be required to submit full qualification information with their bids establishing their eligibility to bid and qualification to perform the contract if the bid is accepted.  Tender and qualification information are to be submitted in the English Language on the prescribed forms inserted in the Bid Documents.  Submissions that do not provide the information required, or do not demonstrate the prospective contractor’s ability to perform satisfactorily, will not qualify and will not be considered for further evaluation.

Qualification requirements include, inter alia:

(a)        an average annual turnover (defined as certified payments received for works in progress or completed) within the last 3 years of at least two million four hundred thousand Eastern Caribbean dollars (XCD $2,400,000.00);

(b)        a demonstrable cash flow (including access to credit) of seven hundred and fifty thousand Eastern Caribbean dollars (XCD 750,000); and

(c)        experience as prime contractor in the construction of at least one assignment of a nature, scope and complexity comparable to the proposed project activity within the last 6 years (to comply with this requirement, works quoted should be at least 80 percent complete).

Bidding Documents may be obtained by eligible bidders from the first address below at a cost of $200 Eastern Caribbean dollars. Requests may be made by written application including email. Written applications must be clearly marked: “Request for Bidding Documents for the John Compton Dam Rehabilitation Project: Rehabilitation of Spillway Walls”, along with the name, address and contact information of the bidder for which Bidding Documents are being requested.

Submissions in sealed envelopes clearly marked “Bid for the John Compton Dam Rehabilitation Project: Rehabilitation of Spillway Walls”, must be received at the first address below not later than 12.00 p.m. local time on 30th September 2020.  Bid opening will take place shortly after the deadline for submission at the first address below at a date and time to be announced, and will be in the presence of bidders’ representatives who choose to attend.  Qualification information only must be simultaneously submitted to the second address below.

All bids must be accompanied by a Bid Security of twenty-five thousand Eastern Caribbean dollars (XCD 25,000).

A Pre-Bid meeting will take place on Tuesday 1st September 2020 at 9.00 a.m. at WASCO’s Project Management Unit (PMU) Conference Room, WASCO, off L’Anse Road, Castries, Saint Lucia.

WASCO reserves the right to accept or reject any bid, and to annul the process and reject all bids, at any time prior to award of contract, without thereby incurring any liability to the affected prospective bidder(s) or any obligation to inform the affected prospective bidder(s) of the grounds for WASCO action. WASCO will not defray any costs incurred by any bidder in the preparation of bids.
