CONSULTANCY SERVICES FOR ENVIRONMENTAL SAFEGUARDS AND HEALTH AND SAFETY SPECIALIST
REQUEST FOR EXPRESSIONS OF INTEREST
The Government of Saint Lucia (GOSL) has received financing from the Caribbean Development Bank (CDB) in an amount equivalent to US$22.8 million towards the cost of the Ninth Water (John Compton Dam Raw Pipeline Replacement) Project and intends to apply a portion of the proceeds of this financing to eligible payments under a contract for which this invitation is issued. Payments by CDB will be made only at the request of the Government of Saint Lucia and upon approval by CDB, and will be subject in all respects to the terms and conditions of the Financing Agreement. The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than Government of Saint Lucia shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.
The Water and Sewerage Company Inc., the Executing Agency, now wishes to procure consultancy services for an Environmental Safeguards and Health and Safety Specialist.
The primary objective of the consultancy is to ensure that environmental performance requirements including health and safety are adhered to during the construction phase of the Project. The full scope of duties is presented in the attached Terms of Reference (TOR).
The duration of the assignment is expected to be for a period of twenty-four consecutive months, with the possibility of an extension thereafter.
The Water and Sewerage Company Inc. now invites interested eligible individual consultants to submit Expressions of Interest, indicating qualifications and experience required to provide these consultancy services.
Consultants shall be eligible to participate if:
(a) the persons are citizens or bona fide residents of an eligible country; and
(b) in all cases, the consultant has no arrangement and undertakes not to make any arrangements, whereby any substantial part of the net profits or other tangible benefits of the contract will accrue or be paid to a person not a citizen or bona fide resident of an eligible country.
Eligible countries are member countries of CDB. Consultants are advised to review the detailed eligibility criteria detailed in Section 4 and conflict of interest provisions in Section 5 of the Procurement Procedures for Projects Financed by CDB (January, 2021), as published on CDB’s website.

REQUEST FOR EXPRESSION OF INTEREST
20” NORTHERN PIPELINE UPGRADE FROM BONNE TERRE GAP TO GROS ISLET TOWN GAP
BACKGROUND
The current 14” cast iron pipeline was installed in the early 1980’s to convey water from Castries to Gros Islet. Over the years, various sections of the pipeline have been replaced and upgraded, with the most recent section being Mongiraud gap to the Bonne Terre gap. The section was upgraded to a 20” diameter pipeline. This first phase was completed in 2022.
The replacement became necessary due to the high levels of leakage being experienced, the current pipeline having reached its service life and requires replacement to facilitate the conveyance of increased volumes of water to the northern corridor.
Currently, WASCO is unable to supply the requisite volumes partly due to unacceptably high levels of leakage along the 1.1 km section of pipeline, in addition to abstraction and production challenges. In the near future, WASCO will be undertaking the upgrading and replacement of five (5) km of raw water pipeline and the rehabilitation of the Theobalds Water Treatment Plant. The completion of these three projects will jointly increase production and distribution of water to the north of the island.
OBJECTIVE
The objective of the project is to replace and upgrade the existing 14” cast iron pipeline with a new 20” ductile iron pipeline. WASCO will be providing all the pipelines and fittings to undertake the pipeline works. All connection on the existing 14” pipeline is to be transferred to the new pipeline in addition to new branches.
It is very important to note that a stakeholder consultation must be undertaken by the Contractor to inform of the proposed works, planned methodology for execution of works, traffic management strategy, and to safely navigate the proposed works around the existing infrastructures

PROVISION OF DESIGN, SUPERVISION AND PROJECT MANAGEMENT SERVICES FOR THE CONSTRUCTION OF THE BLACK BAY WASTEWATER TREATMENT PLANT
BACKGROUND
The CARIBSAN project is a Caribbean cooperation initiative implemented by ODE Martinique in partnership with INTERREG Caraïbes, AFD (Agence Française de Développement), ODE Guadeloupe, and INRAE, co-funded by the European Union, with WASCO (Water and Sewerage Company Inc.) as the beneficiary. This project aims to deploy innovative, environmentally friendly technology adapted to the tropical context for wastewater treatment using local plants.
The Black Bay wastewater treatment plant represents a critical infrastructure development for Saint Lucia's wastewater management system. The project will utilize cutting-edge sustainable treatment technologies specifically designed for Caribbean conditions, incorporating local vegetation and environmentally sustainable practices. This initiative forms part of a broader regional effort to improve wastewater treatment capabilities across the Caribbean while promoting environmental sustainability and regional cooperation.
The project has received the necessary approvals and no objection notice from AFD in accordance with their Procurement Guidelines, enabling WASCO to proceed with the procurement process for design and supervision services. Payments by AFD will be made only at the request of the Government of Saint Lucia and upon approval by AFD, and will be subject in all respects to the terms and conditions of the Financing Agreement.
OBJECTIVE
The objective of this project is to secure professional design, supervision and project management services for the construction of the Black Bay wastewater treatment plant. The selected consultant will be responsible for providing comprehensive project management, design oversight, and construction supervision services to ensure the successful implementation of this innovative wastewater treatment facility.
The engineering consultant will work closely with WASCO and the international project partners to ensure that the facility incorporates the latest environmentally friendly technologies adapted to tropical conditions, utilizes local plant species for treatment processes, and meets all technical specifications and environmental standards required under the CARIBSAN initiative.
SCOPE OF WORKS
The scope of work provided is intended to cover all the activities necessary to accomplish the stated objectives of the Project. The main tasks/activities are as follows:

The Water and Sewerage Company Inc. (WASCO) is the Executing Agency of this Project and now wishes to procure consultancy services for Consulting Engineering Firm.
The objective of the consultancy is to assist WASCO in the bidding process necessary for the procurement of contractors and contract management of the works, inclusive of contractor supervision and contract administration during the Project implementation process and through the defects liability period. Further details can be found in the Terms of Reference provided. The duration of the assignment is expected to be for a period of 44 months consecutive, commencing November 2025. The Water and Sewerage Company Inc. now invites interested eligible consulting firms to submit Expressions of Interest (EOI) for the provision of these consultancy services.
Consultants shall be eligible to participate if:
(a) in the case of a body corporate, it is legally incorporated or otherwise organised in an eligible country, has its principal place of business in an eligible country and is more
than 50 per cent beneficially owned by citizen(s) and/or bona fide resident(s) of eligible country(ies) or by a body(ies) corporate meeting these requirements;
(b) in the case of unincorporated firms, the persons are citizens or bona fide residents of an eligible country; and
(c) in all cases, the consultant has no arrangement and undertakes not to make any arrangements, whereby any substantial part of the net profits or other tangible benefits of the contract will accrue or be paid to a person not a citizen or bona fide resident of an eligible country.
