The Strategic Planning Department serves as the cornerstone of the company’s long-term development and performance enhancement strategy.

Its mission is to drive sustainable growth, operational efficiency, and infrastructure resilience through meticulous planning, data-driven decision-making, and strategic investment. Its core mandate involves sourcing and securing financial resources from local, regional, and international partners to support capital projects, as well as developing project proposals that are technically sound, financially viable, and aligned with WASCO’s strategic goals and national development priorities.

Other key responsibilities include:

Capital investment planning, including designing and monitoring long-term water and wastewater infrastructure plans to meet current and future demands;

Implementing and overseeing the Company’s Non-Revenue Water (NRW) Program through initiatives that reduce water loss, lower maintenance costs, enhance operational efficiency, and boost revenue - ultimately improving customer service delivery;

Strategic Execution of new developments by establishing design standards, guidelines, and certification protocols for technicians.

Embedded within this department is the Geographic Information Systems (GIS) Unit, tasked with mapping all WASCO's assets - both above and below ground. The GIS unit provides spatial visualization of infrastructure and asset data; supports investment strategies and operational decisions based on physical, environmental, and financial factors; and enables hydraulic modelling and data collection to inform asset management and project execution.
